In a medium bowl, whisk together mayonnaise, sour cream, lime juice, sugar (if using), salt, and pepper. Add the coleslaw mix and chopped cilantro. Toss gently to combine. Cover and refrigerate while preparing shrimp and tortillas.

Pat the shrimp dry with paper towels. In a bowl, toss shrimp with olive oil, chili powder, cumin, smoked paprika, cayenne pepper, garlic powder, salt, and black pepper until evenly coated.

Heat a large skillet or cast-iron pan over medium-high heat until hot. Add the seasoned shrimp in a single layer. Cook for 1–2 minutes per side, until pink, opaque, and slightly curled. Do not overcook.

While shrimp cooks or immediately after, warm the tortillas. Heat them in a dry skillet for 20–30 seconds per side, microwave wrapped in damp paper towels for 30–60 seconds, or quickly char over an open flame.
